Can anybody tell me what this type of fabric is?

In the UK we'd call it lycra, in the US I think it's spandex - I don't think that is a skating dress, but it's very much a skating dress type style. I'd suspect the blue and the gold are lycra, with the gold appliqued on. Like someone else said, everything else is beads, sequins and/or crystals individually attached by hand.
